91 25hp Johnson slugish

Good day. I have a 1991 Johnson 25hp tiller outboard. It is not getting full power. Also, it is spitting and spuddering at idle.

Since the issue started I have rebuilt the carb, replaced the fuel pump, checked all fuel lines, replaced gas, replaced spark plugs, tested spark plug wires, and tested the ignition coils. I did notice the kill switch is not working, but those are around $90.

Can someone point me in the right direction?

Verify your fuel primer assembly is working properly and that the override valve is in the off position. Sound like you may still have a clogged air/fuel passage.
