1998 Johnson j115FSLECS shif shaft height

Need help trying to set shift shaft height for my motor and the measurement in my clymer manual says 21 and 3/32 to 21and 5/32.
Unfortunatly the shortest lenght I can get in neutral is 21 and 17/32 screwed all the way down.

Be sure the lower unit is in the gear the clymer is instructing. (neutral, reverse, forward)

Same problem

In reverse is the only way I can get to the 21-3/32 screwed all the way down tight. The Clymer manual indicates 21-3/32 in neutral dedent - is the manual wrong?
