I have a friend that brought me is 2000 johnson 150. The lower unit is no good. I have a 80 something model 150 with the crank shaft broke under the flywheel. I took my lower unit and put it on his motor. The lower unit fit, except for the 2 front bolt holes were an eighth of an inch off. I use the same size drill bit and made them an 1/8 inch longer.
Then it matched up and everything went together fine. It shifted okay the first time. But then the motor would not crank it sounded like we had a weak battery. after charging the battery and trying again. We noticed the lower unit was in gear. So we check the shifting linkage everything was okay. I pulled the lower unit back off and check everything again. The motor crying fine and the lower unit was in neutral. Put it back on and it did the same thing. I have removed and put those lower unit back around 5 or 6 times. And it always does the same thing, something is catching the shifting linkage to keep it in gear. don't know what else to do other than buying a nother lower unit that is for a 2000 model.
