Clicking noise ??

I am trying to understand what is making this clicking noise on the rewinde starter? The motor is a 1990 ( 30 hp ) johnson that has the rip cord to start the motor. I removed the three little bolts that is holding the rewind starter assembly on, took a good look at this part, it is in perfect working order. The cord comes out nice and smooth, and returns fully. I am certain the noise is coming from there. I should mention the fact that it only makes this clicking noise once in awhile. And it is only when the cord is being rewound.

That could be the starter pawl not fully retracting.
