we have to replace water pump but can't get the gear shaft to release on our 93 johnson 25 horse confused

You have to disconnect the shift rod from under the carburetors. -

A also have a 1993 25hp and routinely change my water pump impeller. I've never had to disconnect under carburettor??
Undo both screws on the plastic water inlet above the gear case and you will find the joiner for the shift rod. Undo the joiner. The bolts holding the gearcase onto the leg can then be removed and the leg can be removed. If it is a bit stiff gentle taps from a soft hammer can help. It should just slide off straight downwards.
The keel can then be held in a padded vice and the water pump changed. You can buy the kit which contains impeller, seals and new bolts. Some kits also have the impeller housing for no extra charge?
