1990 Johnson 40 tiller shifting up on acceleration

Hi,
I purchased a used boat with this motor on it and everything works great with it except I noticed that when I accelerate the motor will shift up on the steering shaft of the tiller bracket. There is about a 3/32" gap that the motor can move up and down on the shaft which don't seem right, my manual on this engine doesn't cover the tiller bracket or this issue and I would like to know if and how this is adjusted?

There are no adjustments, you can replace bushings though.
