2002 johnson 115plsnf

I have a 2002 johnson 115 outboard, just had a new lower unit and shift/throttle cables installed. I also bypassed my vro pump due to contamination in the oil tank. my problem now is the motor runs lean and as it warms up it climbs in rpm's. i keep shutting it down when it reaches 2500rpm. i will not let it go any further. motor was water tested when previously mentioned work was done with no issues, but sat for 2 months since. any suggestions on why it is running this way?

Verify the fuel pump is working properly, throttle cable adjustment, and carb adjustment.
