1982 30hp starter problems

hey guys,new to the forum but glad i found this place thats for sure. OK so my starter goes up engages with flywheel but spins about as slow as it gets. had the starter rebuilt about 2 years ago. any thoughts on what it could be?

also for maintenance what are some routine things i should be doing?

Load test battery and battery cables at engine to make sure getting enough current to starter, if ok then starter needs rebuilt or replaced.
