120 johnson help

I have a 1993 johnson 120 v4 outboard. I will only run if you open the valve on the primer solinoid, which floods the engine at idle, and will not rev over 5,000 at wot. I just had the carbs rebuilt, $600, and the problem remains. I was told today that the magnets on the flywheel was rubbing the inside of the stator,$300 plus labor, but the mechanic isn't certain it will correct the problem. I would like any input. I'm learning about outboards as I go, but just got started.

First start with compression and spark test. Then have them check the reed valves. Next would be fuel pump.
