When switch the key off on the above outboard the RPM's reduce but the engine does not stop, please tell how to fix this

Could be bad key switch, bad harness between switch and engine, bad wiring on engine or bad power pack.

where is the power pac?

Powerpack is located on the engine, it controls the ignition coils.
