70 VRO. Please Help!

I have a 70 VRO Jonson. I have rebuilt the carbs and cleaned all fuel lines replaced the sparkplugs. It will start but will only run for a few seconds maybe 10. If I put it in gear it will run longer but seems to run out of gas but the ball is full. Also when I put it in gear to keep it running an alarm goes off. Please help I dont know what else to try and cant afford a boat mechanic.

What year and model? Could have a bad VRO pump. You should check compression and spark.
