Disabling start-in-gear?

Looking to hook up an older Teleflex MT-2 control to an '87 70VRO that currently has a ragged out binnacle. There are two wires that plug into a section on the controller and when they are removed, the engine will not start.
Any ideas what they are or how to make it so the engine will start without them being plugged in?
