1963 johnson 10hp cooling

I have a question about the lower unit. I do not get any water out of the discharge (pee hole). The water is exiting 2 holes near the cavitation plate. If I plug these holes with my fingers the water then goes up to cool the engine and exit the pee hole. I assume that these holes need to be plugged but am not sure what I should use. Any help would be welcome.

No those should not need to be plugged, sounds like you may need a new impeller.
