johnson fast strike 150 loss of rpms

model#J150GLEDB serial# G04122618 motor cranks and idles fine but when it comes up on plane runs about 4200-4400 rpms my normal rpms is 5200-5400 rpmsgot a small fuel leak on the primer valve(according to parts list on boats.com)could this be the problem or a power pack?Ran it on a potable tank with the same results.replaced fuel pump,plugs,and plug wires with no improvement anybody got any ideas??? HELP...

Definitely repair all fuel leaks first, run a compression test.
