2003 Johnson 3.3 Hp seized up ??

Hi,
I really don't have any experience with outboards, but I recently acquired a 2003 Johnson 3.3 Hp motor that looks like it had never been in the water. Actually it looks that it had never been used at all. The problem is that the starter rope won't pull at all. I took the coil assembly off and I can't get the "flywheel" to budge. Does this mean that the motor is seized ?

Definately sounds like the motor is seized. Remove the spark plug and soak the cylinder in marvel mystery oil. Allow to soak for 24hrs, then work the flywheel both directions in small steps. Eventually you should be able to unseize the motor.
