1998 175 fast strike problems

I'm having some problems with my motor. The boat won't run very well when the fuel gets below 3/4 of a tank. I've tried a new fuel pump, but didn't help. Also, it is cold natured or something where it takes a couple times starting, to keep running. Any help would be great
